Quorum To Be Restored At National Labor Relations Board After U.S. Senate Confirms Key Nominees

December 22, 2025

What's New

On December 19, 2025, the U.S. Senate voted to confirm several of President Trump’s nominees for key positions at agencies regulating the workplace. The nominees include:

  • James Murphy, to be a Member of the NLRB
  • Scott Mayer, to be a Member of the NLRB
  • Crystal Carey, to be General Counsel of the NLRB
  • Rosario Palmieri, to be Assistant Secretary of Labor for Policy
  • Jeremiah Workman, to be Assistant Secretary of Labor for Veterans’ Employment and Training
  • Henry Mack III, to be Assistant Secretary of Labor for the Employment and Training Administration

What It Means

The confirmation of Murphy and Mayer, to NLRB terms ending in 2027 and 2029, respectively, means that the agency will have a quorum for the first time since January. The new Republican majority is expected to begin to tackle more than 500 cases that are now pending and revisit some of the more controversial decisions made by the Board during the Biden Administration.
