Federal Construction Contractors Must File Monthly CC-257 Reports With OFCCP Starting In April

Federal construction contractors and subcontractors must begin filing their monthly CC-257 forms April 15, 2025, the Labor Department’s Office of Federal Contract Compliance Programs announced. The monthly reports—which include headcount and hours-worked data by race, ethnicity, sex, and construction trade—will be based on data from the prior month.

OFCCP updated its webpage to include the report form and submission methods, reporting periods, FAQs, and technical assistance.

What It Means

Employers that have a federal construction contract or subcontract, or a contract in which federal funds pay for construction work worth more than $10,000, must submit a Monthly Employment Utilization Report (CC-257) to OFCCP on the 15th of each month beginning in April.

What You Should Do

Employers that have a construction contract or subcontract that satisfies the $10,000 threshold should review the reporting requirements and begin preparing. We will publish additional guidance as we learn more about the report.
