OFCCP Resets Annual Vets Hiring Benchmark At 5.4%

OFCCP updated its annual Vets Hiring Benchmark to 5.4%, effective March 31, 2023.

What It Means

Federal contractors who use the Vets Hiring Benchmark to monitor their compliance with the OFCCP’s affirmative action regulations should use the updated 5.4% benchmark, instead of 5.5% from 2022.

The annual benchmark is the national percentage of veterans in the civilian labor force and is the measure that most federal contractors use as their protected veterans hiring benchmark for complying with Section 4212 of the Vietnam Readjustment Assistance Act (VEVRAA).

The revised benchmark can be used for new AAP annual cycles that begin on or after March 31. However, OFCCP did not supply guidance on resetting the benchmark for calendar year AAPs. What You Should Do

Federal contractors with cycles that begin on or after March 31 should use the updated benchmark of 5.4%. For AAP cycles that run on a calendar year basis, given the minimal change between this year and last year’s benchmarks, contractors may want to keep their existing benchmark and adopt the new benchmark at the beginning of next AAP cycle.
