CWC Updates Template for ESDS Notifications Under VEVRAA

What's New

CWC has updated a template that can assist its federal contractor members in meeting their employment service delivery system (ESDS) notice requirements. Those obligations, imposed by the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA), are codified at 41 CFR § 60-300.5(a)(4).

That rule requires each federal contractor subject to OFCCP’s mandatory job listing requirement to: advise the ESDS in each state where it has establishments that it is a federal contractor and desires priority referrals of protected veterans; provide the ESDS with the name and location of each hiring location in the state and the contact information for the contractor official responsible for hiring at each location; provide the ESDS with the contact information for any third-party job search organizations that it has engaged to assist in its hiring; and update the required information with the ESDS when it posts its next job listing.

What It Means

CWC’s members can use the updated template to satisfy their ESDS notice obligations.

What You Should Do

CWC members should keep copies of their ESDS notifications in case they have to demonstrate compliance during an OFCCP audit. CWC members can access contact information for all state ESDS offices through Diversance Connect, a new map-based application that contains information on more than 6,000 affirmative action and diversity recruitment sources.
